Institutional False-Positive Provenance Guarantee

Legitimate `.ug` domains (particularly `.ac.ug`, `.or.ug`, or `.go.ug`) may occasionally suffer technical compromise (e.g. injected CMS phishing pages). When the domain owner remediates the server or demonstrates a false positive, our engine never deletes historical records. Instead, we preserve complete provenance while updating the public state to Restored / False Positive.
